Observing Industry, Rebuilding Consensus

觀察產業,重建共識

 

Human society has never been merely a collection of isolated individuals.

人類社會,從來不是由孤立的個體構成的。


From Durkheim’s discussion of “social facts,” to Marx’s analysis of production relations and capital structures, to Weber’s exploration of institutions, power, and rationalization, sociology has long attempted to answer one fundamental question:

How are connections between people formed?

從塗爾幹對「社會事實」的討論,到馬克思對於生產關系與資本結構的分析,再到韋伯關於製度、權力與理性化過程的研究,社會學始終在試圖回答一個問題:人與人之間,究竟是如何形成連接的。


Cooperation and competition between companies, trust and negotiation between institutions, the interaction between technology and power — none of these exist in isolation. They are all part of a broader network of social relations.

企業與企業之間的協作與競爭,機構與機構之間的信任與博弈,技術與權力之間的互動與塑造,本質上都不是孤立事件,而是社會關系網絡中的一部分。


And the cybersecurity industry itself is a subset of social structure.

而網絡安全產業,本身也是社會結構的子集。


It is shaped not only by products, capital, and technology, but also by perception, institutions, culture, and narratives. What we often believe to be “the market” is, in many ways, a projection of the relationships of an era. What we believe to be discussions about technology are often deeper conversations about how different societies understand order, risk, and trust.

它不僅由產品、資本與技術構成,更由認知、製度、文化與敘事共同塑造。很多時候,我們以為看到的是市場,實際上看到的是一種時代關系的投影;我們以為討論的是技術,實際上討論的是不同社會之間對於秩序、風險與信任的理解方式。

 

THE COI was founded from a desire to observe.

THE COI 的建立,源於一種「觀察」的願望。


Observation is neither emotional expression nor judgment driven by predefined positions. It is a calm and disciplined attempt to understand the real connections between things in a rapidly changing world.

觀察,並不是情緒化的表達,也不是立場先行的判斷。它更像是一種冷靜的凝視:試圖在快速變化的世界中,理解事物之間真正的關聯。


Today, cybersecurity is no longer merely a technology industry. It is simultaneously a political, economic, and cultural issue — increasingly, even a part of civilization itself.

在今天,網絡安全已經不僅是一個技術產業。它同時也是政治問題、經濟問題、文化問題,甚至是文明結構的一部分。


The digital world is redefining national boundaries, organizational relationships, and individual identity. Data, algorithms, platforms, and infrastructure are becoming new forms of social organization. Cybersecurity, in turn, is evolving into the foundational infrastructure of trust for this era.

數字世界正在重新定義國家邊界、組織關系與個體身份。數據、算法、平臺與基礎設施,正在成為新的社會組織方式。而網絡安全,則逐漸演變為這個時代關於「可信性」的基礎工程。

 

Observing the industry, therefore, should not stop at products, financing, or market movements.

對產業的觀察,也不應該停留在產品與融資層面。


What interests us more are deeper questions:

我們更關心的是:


Why do different regions develop fundamentally different security cultures?

為什麽不同地區會形成截然不同的安全文化?


Why are some technologies embraced by markets while others are not?

為什麽某些技術會被市場接受,而另一些不會?


Why are standards, certification systems, and governance structures becoming the new language of global competition?

為什麽標準、認證與治理結構,正在成為全球競爭中的新語言?


Why is “security” evolving from a technical capability into a mechanism of social trust?

為什麽「安全」正在從一種技術能力,變成一種社會信任機製?


Media theory has long reminded us that media are never merely channels of information; they reshape social structures and ways of perception themselves. When McLuhan proposed that “the medium is the message,” he was not simply making a statement about technology, but about how new communication structures transform the way humanity understands the world.

媒介傳播學反復提醒我們,媒介從來不只是信息的載體,它本身也會重塑社會結構與認知方式。麥克盧漢提出「媒介即信息」,並非一句關於技術的口號,而是在說明:新的傳播結構,會改變人類理解世界的方法。


Today, social media, AI, algorithmic recommendation systems, and global digital platforms are turning industrial narratives themselves into a form of competitive power.

而今天,社交媒體、AI、算法推薦與全球化數字平臺,正在讓產業敘事本身,也成為一種競爭能力。


In such an era, observation becomes increasingly important.

在這樣的時代裏,觀察,變得越來越重要。


Because only through observation can we resist being consumed by emotion and noise within endless flows of information. Only through observation can we recover the ability to understand a complex world.

因為只有觀察,才能避免陷入信息洪流中的情緒與噪音;只有觀察,才能讓我們重新獲得對於復雜世界的理解能力。

 

But observation is not the destination.

但觀察,並不是終點。


Consensus, built upon observation, is what truly matters.

建立在觀察基礎上的「共識」,才是真正重要的事情。


Hannah Arendt believed that the essence of public life lies in whether people remain willing to enter shared spaces and engage in dialogue. Jürgen Habermas further argued that the value of the public sphere comes from rational communication itself.

阿倫特曾認為,人類公共生活的核心,在於人們是否仍然願意進入公共空間,彼此對話。哈貝馬斯則進一步提出,「公共領域」的價值,來自理性溝通本身。


Consensus does not require identical opinions.

共識,並不意味著所有人擁有完全一致的觀點。


Rather, it represents a minimal form of mutual understanding: even when positions differ, people remain willing to share methods of discussion, recognize certain basic realities, and believe that dialogue itself still carries meaning.

它更像是一種最低限度的理解:即便彼此立場不同,依然願意共享某種討論問題的方法,承認某些基本事實,並相信對話仍然具有意義。


And this is precisely one of the deepest cultural dimensions of cybersecurity.

而這,恰恰也是網絡安全最深層的文化屬性之一。


Cybersecurity has never been solely about confrontation or disruption.

網絡安全從來不是單純的對抗和顛覆。


At its core, it has always been about the construction of trust: how systems establish mutual trust, how organizations collaborate, and how nations and markets create relationships that are verifiable and sustainable.

它真正重要的部分,始終是「信任」的建立:系統之間如何互信;組織之間如何協同;不同國家與市場之間,如何形成可驗證、可持續的合作關系。


In this sense, cybersecurity is not only a technical project, but also a social one.

從這個意義上說,網絡安全不僅是技術工程,也是一種社會工程。

 

What THE COI hopes to do is not simply report on industry.

THE COI 希望做的,不是簡單地報道產業。


We hope to build a long-term window for observing the evolution of digital society — to document changes, conflicts, trends, and ideas within the industry; to understand the institutional logic and cultural structures behind technology; and to search, amid an increasingly fragmented world, for forms of consensus that can still be shared.

我們希望把它視為一個長期觀察數字社會演化的窗口。去記錄產業中的變化、沖突、趨勢與思想;去理解技術背後的製度邏輯與文化結構;也去嘗試,在快速分裂的時代裏,重新尋找那些仍然能夠被共享的共識。


Because many times, what an industry truly lacks is not information, but understanding.

很多時候,一個產業真正缺少的,並不是信息,而是理解。


Not voices, but dialogue.

不是聲音,而是對話。


Not positions, but the willingness to remain connected to one another.

不是立場,而是彼此之間,仍然願意建立連接的可能性。

 

Perhaps this is why THE COI should exist.

這或許,就是 THE COI 應該存在的原因。

About THE COI

 

THE COI (Cybersecurity Observatory Institute) is an independent, non-profit research institute dedicated to the sustained observation and systematic epistemic study of the global cybersecurity ecosystem as a structured, multi-layered industry.

 

Established for academic and public-interest purposes, THE COI does not engage in vulnerability trading, technology production, commercial services, or compliance enforcement. Instead, it operates as a neutral observatory—examining how cybersecurity capabilities are generated, commercialized, institutionalized, and governed across different sectors and jurisdictions. 


By systematically mapping actors, roles, and interactions across the sectors of cybersecurity, THE COI develops analytical frameworks, ecosystem models, and research outputs intended to support informed decision-making by users, institutions, and policymakers.

 

THE COI is independent by structure.

Its role is not to participate, but to observe, study, and clarify the complexities of an evolving global cybersecurity landscape.
